It is customary and traditional for religious leaders to have a discretionary fund. Such a fund is used at Rabbi's discretion for occasions that the religious leader deems appropriate. One such fund was established years ago, at Congregation Beth Hillel, and was subsequently passed to me when I became the Religious Leader of Congregation Beth Hillel.
At Congregation Beth Hillel, Rabbi's Discretionary Fund is based solely on your DONATIONS. I've used the fund several times for books for our Torah School, Shabbat menorah, and replacement of a kiddush cup, etc.
